[Mostly] save the position of the expert info dialog.
This second patch does save the position of the expert info dialog, as long as
the Wireshark main window is on the primary monitor. If the Wireshark main
window is not on the primary monitor, then the dialog position is erratic,
although it will at least be displayed *somewhere* on the same monitor as
Wireshark's main window. Maybe someone can figure out how to fix that?
If this patch is preferred over the previous one, then again, a list of all
dialogs to change would be appreciated so we don't miss any.
