Center the expert info dialog on whichever monitor Wireshark's main window is
on..
OK, so this first patch doesn't save the position of the dialog window, but I
do think it's an improvement over the current behavior. With this patch
applied, the expert info dialog will now open centered on whichever monitor
Wireshark's main window happens to be on. It's not perfect in that the window
position isn't saved, but at least you get the dialog to appear on the same
screen as the one you're working on.
If this patch is OK, then the same idea can be applied to other dialogs, in
which case, a list of them would be appreciated so I don't miss any.
