Unsurprisingly, it looks like:

# Place filter toolbar inside the statusbar?
# TRUE or FALSE (case-insensitive).
gui.filter_toolbar_show_in_statusbar: TRUE

And it still looks like that when I open Wireshark and change the position to
"Below the main toolbar", and it still looks like that when I close Wireshark
after making that change.

Could it be that Wireshark is unable to write to this file for some reason but
doesn't display any error to the user when that happens?  I run into a lot of
permissions issues, working in a highly locked-down corporate environment.

I can, however, set this property to FALSE in the config file, and then
Wireshark retains the correct setting:

# Place filter toolbar inside the statusbar?
# TRUE or FALSE (case-insensitive).
gui.filter_toolbar_show_in_statusbar: FALSE

Thank you for showing me that; it's a perfectly good workaround.
