No, it's not; evidently there are two builds of OS X 10.5.8, and to update to
9L31a, you need to install an update package

what it says on <http://infrequently.org/2009/09/9l30-9l31a/>, and I did
recently install
<http://support.apple.com/downloads/Mac_OS_X_10_5_8_Combo_Update>...
