Please note that I can't officially speak for Mobile Metrics (my
previous employer/client) who commissioned the initial dissector, but
I believe we should keep it a plugin for exactly the reason Martin
stated:

  ... to be able to update the plugin for this rapidly-evolving protocol
  without asking users to update the rest of their build to a random
  buildbot build.

Only when (1) the spec stabilizes and (2) the dissector becomes more
feature complete should the dissector then be integrated into the
mainline.

Just my two cents.
