We see the same issue on the TPNCP protocol dissector (see bug 1853). There the
discussion (on ws-dev) revolves around the question: "Do we want an external
dissector definition file being used by our dissectors?". The fear is that this
may lead to bugs or other security/quality problems which are impossible to
test up front and hard to track down later. 
As for the type and location of this external file, yes we need to look for a
common standard.
