Did you try this with a recent snapshot build, Ryan? It would be good to know
if it meets your requirements.

It does indeed. The plugin search path is the "plugins" subdirectory of the
personal configuration directory, followed by whatever PLUGIN_DIR was set to at
configuration time (/usr/local/lib/wireshark/plugins/{version} by default).
