I've called upon one of our experts and his response:

"IEEE 802.1AB-2007 specifies that the field contain an integer value, not an
octet-string.  There are existing TLV’s which specify octet-strings as the
data payload, so there is precedent in the standard for this description.  On
the other hand, the standard does specify how bits are to be encoded into
integer fields.  This is consistently applied across all other bit-fields
within the standard."

I agree with this, since I have looked at and decoded each supported TLV type
and according to Wireshark, each of these other TLV's is consistent with this
statement.
