I know that some specific network cards do and do not pass this
information to the Windows operating system.  I'm wondering if anyone
knows some specific models that are still on the market to buy?

Specifically I want to see what COS value the latest firmware for Cisco
7960 is assigning to the RTP packets.

To which CoS tags are you referring?  802.1q priority tags?  Some other 
type of tag?
