There are 2 possibilities:
1. the file "libethereal.dll" is still in use by another program (e.g., 
Ethereal)
2. the software was installed by another user so you don't have the 
permissions to remove that file.

In the former case, run the "task manager" by hitting CTRL+ALT+DEL, and 
search for a process named ethereal.exe or tethereal.exe.

In the latter case, you'll probably require some cygwin tools (the id.exe, 
chown.exe and rm.exe utilities) in order to change the ownership of the 
files in the Ethereal program directory (by default in C:\Program 
Files\Ethereal).
