It's probably a problem witn WinPcap.  Download WinDump, and try
capturing on the same network adapter that you tried with Ethereal; if
you have the same problem (lack of Internet access), then report this to
the WinPcap mailing list:

*BUT* note that, given that you're capturing on a WAN connection, this
may just be one of the standard problems when capturing with WinPcap on
a WAN connection on Windows NT ("Windows 2000" is Windows NT 5.0); see
