That's done by GTK+ and the (X11 on UNIX+X, Windows GDI on Windows)
layer, not by Ethereal.

The menus *do* seem to disappear, at least with click-to-type with kwm
(the KDE 1.x windoe manager), if the Ethereal window loses focus. 
Perhaps there's ome GTK+-on-Windows problem if that it doesn't happen on
Windows.
