WinPcap gets them from the "packet.dll" library, via a
"PacketGetAdapterNames()" call.

Both the Windows OT and Windows NT versions of the "packet.dll" library
get it from various information in the registry.

The information in the registry was put there by the OS, so, it
ultimately gets the names from the OS.
