...which means that the blame is only approximate; a randpkt-test failure might just be, well, random, rather than a result of one of the checkins between the last success and the failure.

That means, of course, that it could, in fact, be a result of that change, so it doesn't *necessarily* let the people in the blamelist off the hook, it just means they're not *necessarily* to blame. ("At least one sheep is black on at least one side." :-)
