Hello,

Here is a diff against 0.10.6 for the Diameter dissector.

Changes:
- Added a configuration option for Diameter version. Currently, the
choice is between everything before draft-v16 and RFC3588.
- Fixed diameter-ip-address parsing depending of the Diameter version
(and showing decoding errors accordingly)
- Changed registration of Diameter from 1812 TCP and SCTP port to 3868
TCP and SCTP port (this is according to RFC3588, section 11.5)

This is my first dissector patch, so don't hesitate to provide feedback
if needed.
