Hello,
  the attached patch file contains following changes:
- PER - protocol disabling is forbidden
- BER - constants and names for all universal tags was included
      - new function get_ber_last_created_item() because the global variable can not be 
accessed from plugin
- Q.931 - displys string at the IE tree level for IA5 a Number IEs
- epan/proto.c - new functions for tree item parent getting as they are safer than e.g. 
item->parent->parent
- Kerberos - changes related to BER and epan/proto.c ones
- plugin API - new BER and epan/proto.c functions was included
