Yes, you're missing the Wiretap encapsulation type.  WTAP_ENCAP_UNKNOWN
is not a valid Wiretap encapsulation type, it's an internal indication
that the encapsulation type is unknown (or unsupported).

Your packet looks like an Ethernet packet; if that's what it is, use
WTAP_ENCAP_ETHERNET.
