attached is a patch to tcp

it makes tcp_dissect_pdus() understand how to skip to the next pdu
it also makes the feature stop attemptim=ng to decoding segments that are
known to be completely within an already seen pdu.

this reduces the risk of mistakes of the weak heuristics in iscsi and 
dcerpc.


later all other dissectors should be converted to this api.
