Having read way too many legal thrillers (Grisham etc), I think it's 
because he's not a member of the California bar. Every state has one 
and a lawyer who wants to support clients in court has to be a member.

Sometimes you can get a "waiver", I seem to remember something like 
that happening in the SCO case.
