Yes, this is currently unused and it is the beginning of a change
in epan/plugins.c to move the initialization of  patable  from
routine  init_plugins()  to the definition of patable. Then the
linker will initialize this table and init_plugins() will be simplified.

The contents of Xass-list can be used to initialize patable.

However I think it is too big a change to replace these 5 tables with
the generated ones and modify the behaviour at the same time.

So, unless you ask me to do otherwise, I will come up with a patch
to 0.9.14 to move the initialization of patable.
