It would be nice to split some of the headers in ethereal/wiretap up to
eliminate unnecessary recompilation. At the very least, wtap.h could be
split in to wtap.h and wtap_private.h, as it doesn't look like any of the
_dump_t's are needed by anything outside wiretap itself.

It would also be nice to do something with packet.h so that we didn't have
to recompile everything every time a protocol was added. 

For example, split it into packet.h and packet_protos.h or something like
that. Only the specific source files that needed to call other dissectors
would need to pull them in. Or, move some of those prototypes out to smaller
files.
