"Sticks to" in the sense that moving the top bar of the protocol pane up
moves, rather than expands, the protocol pane, and expands the hex dump
pane?

If so, then the answer to your question is "hell, yes" - it's a pain to
have to drag two sashes to expand the protocol pane.
