I have 802.15.4 packets with a data layer above. But modbus isn't proposed when I right click and choose "decode as". So I'd like to force the modbus decoder for this layer.

What data layer are you referring to?
When I look at TCP data there are two Decode as options: Modbus RTU and Modbus/TCP. Are these you are looking for?
