I experience this issue too in Wireshark 1.6.3. It happens on the 64 bit
Windows version and not just the 32bit version. I did not experience
this prior to 1.6.3.

I have found that the "Closing file..." window is a modal window and
Wireshark itself has not got stuck. Hovering over the taskbar entry for
Wireshark and clicking the red "X" next to the modal "Closing file..."
window closes that window but allows me to continue to use Wireshark. A
lazy workaround.

I have observed this issue mostly when dragging trace-files into an
existing Wireshark window (obviously this issue only occurs when a file
is there to be closed and not from a fresh instance)
