That is correct, only buyers and sellers can leave feedback. However, if
the buyers were made aware of the fact the software is free, they might
well leave negative feedback to the seller.
However, as a buyer & seller on eBay, I am very reluctant to leave
negative feedback anyway. Sellers will often retaliate and do the same,
which hits you if you want to sell anything. This is why 98% positive
does not mean 98% of people are happy with the transaction - only 98%
probably means they are probably not too good, although clearly it is
worth reading why the negative feedback was placed.
