It's not /etc/devfs.conf, it's /etc/devfs.rules - and /etc/rc.conf.

To, for example, make the BPF devices owned by group wheel and have mode
rw-rw----, put into /etc/devfs.rules something such as

  [localrules=10]
  add path 'bpf*' mode 0660 group wheel

and into /etc/rc.conf something such as

  devfs_system_ruleset=localrules

where the value for "devfs_system_ruleset" is the rule set name in the
label in square brackets.
