This is a experimental RFC (https://tools.ietf.org/html/rfc6962) to include a TBSCertificate (https://tools.ietf.org/html/rfc5280).

Someone would have to add the ASN.1 definitions to the relevant dissector. An enhancement bug (https://bugs.wireshark.org) with a capture file (not screenshot) showing this OID used would help in the implementation and test thereof.
