The documentation[1] says that it creates "a new change based on the
selected change." I'm not sure if this means "a copy of the current
change, but with you as the author" or "a brand new, empty change with
the current change as a parent" or something else. The FOSDEM 2015
video[2] mentions the feature but doesn't show it in action.

Gerrit 2.12 has initial support for submitting multiple changes (e.g.
ones with the same topic) at once. This might be part of that effort.
