It looks like the NSIS packaging step is re-linking a bunch of executables
after they've been signed, which causes the signature verification step to
fail.


I wonder if that's related to my change for the PortableApps installer dependency (https://code.wireshark.org/review/#/c/9153/).  That change doesn't seem to have been totally successful at what was intended anyway.
