those defines can be found in epan/ip_opts.h. FIXED_LENGTH got renamed to OPT_LEN_FIXED_LENGTH in revision 43210: https://anonsvn.wireshark.org/viewvc?view=revision&revision=43210
The crash fix does not come from this rename, but probably from other bugfixes like the revisions listed by Evan.
