If you are referring to SS7 over IP that should work out of the box, otherwise see http://wiki.wireshark.org/CaptureSetup/SS7

If you have a hex/ASCII dump of SS7 messages you could try text2pcap.

 

Describing what you are trying to do and why it does not work should aid us in helping you :-)
