To me, it's not so much an issue of waiting for a decision to be made as 
it is an issue of waiting for someone to write code.  I'm not opposed to 
including some form of packet editing into Wireshark -- quite a few 
people request this feature after all.  I think the best approach would 
be for someone to write a proof of concept - either an extension to 
Wireshark or editcap or another tool that is closely tied to Wireshark's 
functionality and share it with others for comments.  Most big changes 
in Wireshark come from someone just taking the initiative and creating 
something and then asking others what they think :).
