Yours is missing the python line, could it be You haven't installed python?
I know in config.nmake it says python is optional but i'm not sure of that.
Solved!
I reinstalled Cygwin from scratch. previously I installed only the
missing programs. Probably there where some incompatible binaries.
I also had problems with the Cygwin python when building the
packet-ncp.c file. Therefore I had to install the win32 version of
python. Finally I got libwireshark.pdb.
