I work for the company in question and had the same problems with manuf,
iab.txt and oui.txt. I tracked down the problem to the incorrectly
encoded database entry in iab.txt a while ago, and basically the only
proper solution would be to correct that database entry at IEEE.

I contacted them a couple of times concerning this, but the requests
would either not be answered at all or were forwarded to people that
could not fix the problem. I will try it again today, or probably call
them until I finally reach somebody that can help.

There are many encoding errors in both oui.txt and iab.txt that I
spotted for other German companies. I think the IEEE database was ASCII
in the beginning, then fed with non-ASCII characters (this is where the
junk comes from), and then finally converted to Unicode (messing up all
old non-ASCII entries).
