Wireshark-dev: [Wireshark-dev] ChangeLog in SVN out of date

Should the ChangeLog file in SVN be updated more often?  Automatically?  
The top of the file shows r29912 from 2009-09-14.  Or should this file 
not exist in SVN and be generated when building packages since the svn 
log is available to SVN users?
