Yeah, well, legal speak is always difficult. And it's always a matter of interpretation. Therefore we refer to the GPL website for the details, since the situations are always different.

I'm not sure about what you mean by "a dissector is not a core part of Wireshark". What else is Wireshark than a conglomeration of dissectors with an engine in the middle?
