A new release would get the new version of libsmi into the Windows
installer, which would stop Wireshark crashing on MIBs containing
implicit objects.

And also clear the path to removing the known memory leak becase
smiFree() is now available on Windows.

There's no point in being grown up if you can't be childish sometimes.
