I think "plugin.rc.in" was changed try to copy that file from another plugin in the same release.

Or if you're not using SVN sources but only released sources, you might as well get the 0.99.8 sources as it was just released today.  Running "nmake -f Makefile.nmake setup" with that version's sources will be sure to update your libraries to what you need.  Here's the link to the download page: http://www.wireshark.org/download.html.
