I added that file at one point in time. As the header states:
* The initial Wireshark version of this file was imported from the
* ClearSight source code package.
Basically it's here so if someone feels like writing an oracle
dissector, they'd have a very good starting point - they'd only have to
get it working again. I'll need some time to check why it fails - IIRC
there were conflicts with the existing dissectors.
Just leave it there - it doesn't hurt.
