editcap has been linking wiuth wiretap since day one.

since wiretap is GPL this means editcap is gpl since day one.

since the other files are derived from editcap those files are gpl as well.



i say   just add the gpl licence to these files since they can not be
anything other than gpl.

Ok, I had a look at editcap.c, mergecap.c and merge.c

editcap.c was implemented by Richard Sharpe and Guy Harris, later
improved by others.

I wouldn't have any problems to put merge.c under the GPL license,
although most of the work is derived from mergecap, so I'm not the real
author in the "narrow sense".
