    Try to make IPv6 fragmentation code simpler
    
    Fixes two issues:
     - Null IPv6 Fragment extension headers confuse Wireshark, because the 'offlg'
    variable gets reset
     - Dissection doesn't stop when reassembly is enabled and it is the first
    fragment followed by more IPv6 extension headers
