What version are you actually using? I swear you aren't the first person to
post something where TShark version doesn't match "build information". Not sure
if this needs to be investigated as separate issue.

Can you provide a (small) sample capture of smpp traffic with your issue?

Is the length field of the smpp message (smpp.sm_length) equal to 0?  If so, it
appears the smpp.message field is (intentionally) not included.
