Decoding CIP (Common Industrial Protocol) packets in v2.0.0 works fine but in
v2.0.5 I'm seeing assertion failures.

Dissector bug, protocol CIP:
C:\buildbot\wireshark\wireshark-2.0-64\windows-2012r2-x64\build\epan\tvbuff.c:532:
failed assertion "tvb && tvb->initialized"

These packets are for AllenBradley PLCs.
