to clarify, the 48 bit time tag that is added is an rolling integer in
NanoSecond resolution.  It is related to the system clock of the transmitting
switch. With it alone, you can accurately comptute the delta time from 2
packets sent out the same switch.  With the newly added "Marker Frame", UTC
time can derived.

>From the trace I provided Frame 2 and 1  have a tag value of :
Frame 2 128245690706486
Frame 1 128245690065441
Delta  0.000.641.405
This delta is more accurate that the captured delta of 0.000.641.050, which is
partially due to the capture appliance dropping the 1's value of nanoseconds. 
They are all "0"!!!!   
And also by the varying latency added when going thru matrix switches to get to
the capture appliance.
