Perhaps the file *can't* be saved in pcap format. If, for example, it's a
pcapng file with multiple interfaces, not all of which have the same link-layer
header type, it can't be saved in pcap format, as all packets in a pcap file
have to have the same link-layer header type.
If, when you have the file open in Wireshark, you select Statistics -> Capture
File Properties, what does it show in the "Interfaces" section of the "Details"
part of the capture file properties window? If it shows more than one
interface, and the "Link type" column has different values for different
interfaces, that's a file that cannot be saved as a pcap file.
