Could you add a dissector for PTP management messages containing a
Synchronization Metadata TLV according to the specification in SMPTE ST 2059-2,
please?

The management message has actionField = COMMAND and contains an Organization
Extension TLV with organizationId 68 97 E8 and organizationSubType 00 00 01.

The TLV data format is described in the attached file.
