For me this looks like a bug in Citrix Netscaler.

https://www.iana.org/assignments/ipfix/ipfix.xhtml stats a Data Type of
"dateTimeMicroseconds" for flowStartMicroseconds and flowEndMicroseconds.

http://tools.ietf.org/html/rfc5102#section-3.1.17 is not very specific about
"dateTimeMicroseconds". However
http://tools.ietf.org/html/rfc7011#section-6.1.9 states clear that
"dateTimeMicroseconds" is a NTP structure.
