You seem to assume that T-PDU follows the encoding of the AT+CMGS command in
PDU command where you have first the SMS-C address, followed by the TPDU
itself.
But this is not the case. A Rp-Data conatins a T-PDU as specified in 3GPP
23.040. So you should get rid of the 06919471510000 byte string.
And your SMS-C address should be the destination address of the RP PDU.
