On a side note:

Running on Linux 3.10.0-229.20.1.el7.x86_64 ... with libpcap version 1.5.3

        ...

(note: most of our analysis so far has been done on packet captures where
tcpdump has dropped at least some traffic due to buffer overrun during receive.
We've yet to test this on a "perfect" packet capture)

Your kernel is new enough to have TPACKET_V3, and your libpcap is new enough to
support TPACKET_V3, but there might be some issues with the TPACKET_V3 support
in libpcap 1.5.3 (courtesy of issues in some Linux kernel versions' TPACKET_V3
implementation), so it might be interesting to see whether a version of tcpdump
with a newer version of libpcap would drop few packets - try the latest one
from tcpdump.org.
