In the file open dialog, the field for the read filter is labeled "Display
Filter" and says "Enter a display filter...".

It doesn't act as a display filter - you can't clear it and see the packets
that don't match, for example.

The Win32 version of the dialog calls it a read filter.  (The GTK+ version just
calls it a filter.)
